Patriarch Porfirije Blesses Families of Children with Disabilities, Welcomes Serbia's New Caregiver Law

Serbian Patriarch Porfirije joined government officials, families of children with disabilities, and civil society representatives at a ceremony in Belgrade celebrating the adoption of a landmark law recognizing the status of parents and guardians who provide full-time care for children and adults with severe disabilities.

The event, held at the historic Kalemegdan Fortress, marked the country's newly established Day of Gratitude for Parent Caregivers and Caregivers, organized by Serbia's Ministry of Labour, Employment, Veterans and Social Affairs, according to the Serbian Orthodox Church.

Labour Minister Milica Đurđević Stamenković noted that on July 10 the National Assembly adopted legislation that, for the first time, formally defines the legal status of parents and guardians who have devoted their lives to caring for family members with the most severe disabilities.

She described the measure as more than a legislative reform, calling it long-overdue recognition of the daily sacrifices made by thousands of families across Serbia.

"This law is rooted in parental love," the minister said. "For the first time, the state institutionally recognizes and values the daily, around-the-clock, and long-term commitment of parents and guardians who have dedicated their lives to caring for their loved ones."

Under the new legislation, beginning on October 1, 2026, eligible parent caregivers will be able to obtain official caregiver status. They will receive a monthly allowance of 65,000 Serbian dinars, along with pension, health, and social insurance coverage. Existing disability benefits will remain in place, with the new law providing an additional form of state support for affected families.

Addressing those gathered, Patriarch Porfirije welcomed the legislation as an important step toward building a more just and compassionate society.

"May your hearts be filled with peace, your families with joy, and may love always remain the highest purpose of life," the patriarch said. "This law may be only the first drop in the vast sea of assistance these families need, but it is through such steps that genuine care by the state for every individual begins."

The ceremony concluded with Patriarch Porfirije, Minister Đurđević Stamenković, children, and their families planting a linden tree, designated the "Tree of Gratitude." Organizers said the tree is intended to symbolize solidarity, mutual support, and respect for families caring for people with disabilities.

The legislation has already been described as one of Serbia's most significant social policy reforms in recent years. Government officials say it is expected not only to provide meaningful financial assistance but also to recognize the social value of caregivers who often spend years providing continuous care for their loved ones without respite.
