Bulgaria Postpones Implementation of Mandatory Religious Education in Schools

Bulgarian authorities have indefinitely delayed the consideration of a proposal to introduce a mandatory school subject titled "Virtues and Religion," according to reports from BNT. Outgoing Education Minister Krasimir Valchev stated that the current parliament will not have sufficient time to pass the necessary amendments to the law on preschool and school education.

The proposed legislation includes over 20 changes and requires thorough discussion. However, due to the approaching end of the National Assembly's term, lawmakers are unable to dedicate the time needed for proper deliberation. Valchev expressed surprise at the level of opposition to the initiative, characterizing the situation as "a kind of ideological war against religion."

The bill, which aimed to make religious education compulsory, had initially been approved in its first reading but sparked intense societal debate. Some parents, non-governmental organizations, and experts opposed the idea, citing concerns about potential imposition of worldview and insufficient consideration of the implications. In contrast, church representatives and some educators supported the initiative, hoping it would enhance the educational role of schools.

Disagreements were also evident among lawmakers, with alternative proposals suggesting the retention of religion as an optional subject being introduced simultaneously with the government’s bill. Bulgarian media have noted this further exemplifies the lack of stable political support for the reform.

As it stands, the subject "Virtues and Religion" will remain in Bulgarian schools in its current optional format. The issue may reemerge for discussion following the formation of a new parliament and government, but the timeline and structure of any potential changes remain uncertain.

Religious circles have expressed disappointment over yet another failed attempt to make religious education mandatory, while some educators continue to advocate for a stronger moral and ethical role for schools. Thus, "Virtues and Religion" will maintain its voluntary status in Bulgarian schools for the time being, with future discussions anticipated after the new parliamentary session begins.
