At the 124th meeting of the Moscow Regional Duma on December 4, 2025, the regional law "On certain issues of maternal and child health protection and on measures to prevent artificial termination of pregnancy in the Moscow Region" was adopted. The document is aimed at preventing abortions and providing comprehensive support to pregnant women. It provides for social and medical measures to create an environment in the region conducive to the preservation of pregnancy and the affirmation of traditional family values. 
With the blessing of His Holiness Patriarch Kirill of Moscow, head of the World Russian People's Council, and with the support of the Governor of the Moscow Region, A.Y. Vorobyov, and the Patriarchal Vicar of the Moscow Metropolitanate, Metropolitan Pavel of Krutitsky and Kolomna, representatives of the regional branch of the Russian Orthodox Church in the Moscow Region, the Legal Service of the Moscow Metropolitanate, and the Patriarchal Commission on Family, Maternity and Childhood Protection took a direct part in drafting the bill. 
On November 19, Chairman of the Moscow City Duma I.Y. Bryntsalov took part in the plenary session of the XXVII World Russian National Council. The resolution of the RNC speaks about "the need to educate Russian society to understand the prohibition of abortion as the most important factor ensuring the protection of life," about the importance of removing abortions from the list of medical services provided by private clinics, strengthening medical and social counseling and other measures to protect motherhood. The adoption of the law contributes to the implementation of one of the important provisions of the Resolution of the XXVII World Russian People's Council, held on November 18-19, 2025.
On the day of the law's adoption, I.Y. Bryntsalov stated that among the key provisions of the new law are the creation of medical and social support centers for pregnant women, the introduction of special speech modules into the work of doctors to create a positive attitude towards the birth of a child, as well as mandatory informing women about the risks and health consequences of abortion. The law pays special attention to countering inducement to have an abortion, which is understood as persuasion, bribery or deception in order to terminate a pregnancy.
Commenting on the event, the head of the RNC Secretariat, Priest Vasily Losev, stressed: "The adoption of this law is a concrete and timely response to the order of His Holiness the Patriarch. By creating support centers, the state assumes the role of a defender of life and a helper for women in crisis situations. In total, 28 regions in Russia have adopted laws prohibiting abortion. Among them, the Moscow region became the first federal subject to take the most extensive measures, providing at the state level such a comprehensive system of measures to protect human life and support motherhood, which embodies the principles of protecting motherhood and responsibility for future generations, enshrined in the Constitution of Russia."
Priest Vasily Losev also expressed the hope that "this experience will become the basis for further work in this area at the federal level."
