Russian Constitution, as amended in the year 2020, concerns a number of issues related to protection of marriage, family and childhood. First of all, it has to be mentioned that marriage is recognized only between a man and a woman. Besides, there are other relevant provisions:

• Special conditions that allow children to be raised with dignity;

• Obligation of children to take care of their parents;

• Children among the top priorities in the nation's policy;

• Conditions for the moral, physical, spiritual and intellectual development of children;

• Fostering patriotism, respect for the elderly, and national well-being.

Now the lawmakers' efforts are directed towards implementing theses constitutional principles into actual laws of the land to have the executive branch of the Government abide by them. Among other issues is the accurate balance of between the right of families to raise their children without external interference and vested interest of society in the welfare of children.

To this end, ten Russian senators have proposed new draft legislation stipulating 20 amendments to the National Family Code plus 25 more amendments to other Federal laws. “This bill would ensure the necessary protection of the child from any jeopardy by the family itself, including relatives, or with the support of the state, and protect families with children from unwarranted and excessive interference in their internal affairs, thereby strengthening the institution of the family, achieving harmony in society, and implementing the updated Russian Constitution”, – summarizes the draft legislation one of its sponsors Senator Elena Mizoulina.
