On April 10, 2025, the Holy Synod of the Russian Orthodox Church issued a statement in connection with the law passed by the Estonian Parliament the day before, discriminating against many believers of this country and depriving them of freedom of religion, and also asked His Holiness Patriarch Kirill of Moscow and All Russia to send appropriate appeals to the Primates of Local Orthodox Churches, heads of non-Orthodox Churches and inter-Christian communities, leaders of and representatives of international organizations.
In a reply letter addressed to His Holiness Patriarch Kirill of Moscow and All Russia, His Beatitude Theophilus III, Patriarch of the Holy City of Jerusalem and All Palestine, expressed concern about the amendments to the law on Churches and Parishes adopted in Estonia, which aim to effectively ban the Estonian Orthodox Christian Church, a self—governing Church within the Moscow Patriarchate.
"We are closely following the events in Estonia. We in Jerusalem are acutely aware of the violations of religious freedom," Patriarch Theophilus said in his letter.
According to His Beatitude, the adoption of the discriminatory law by the Estonian Parliament "underlines the urgent need for unity between us, fellow Patriarchs." "We believe that dialogue is the only way to achieve real peace and restore unity between the sister Orthodox Churches," added the Primate of the Jerusalem Orthodox Church. 
"We are ready to offer all our brothers and sisters in Estonia any assistance we can," His Beatitude Patriarch Theophilus emphasized.
"We pray that one day in the near future our holy Orthodox Church will remain in full unity," the Patriarch of Jerusalem concluded his message.
Earlier, on April 30, the Jerusalem Patriarchate published a statement on its official website in connection with the adoption of a discriminatory law in Estonia.
