On the 24th Week after Pentecost, on November 23, 2025, the Patriarchal Exarch of Southeast Asia, Metropolitan Sergius of Singapore and Southeast Asia, performed the rite of the great consecration of the temple in honor of the icon of the Mother of God "The Quick-Hearer" on Panglao Island (Republic of the Philippines) and the Divine Liturgy in the newly consecrated temple.
The service was attended by Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of the Philippines Mikhail Pavlov, Chief of Staff of the Governor of Bohol Province, Philippine Piollo, Head of the Bohol Provincial Tourism Department Joanne Pinat, Honorary Consul of Russia in Cebua, Aklan and Bohol (Philippines) Armie Garcia, staff of the Russian Embassy in the Philippines.
Hieromonk Alexy (Lapshin) at the small entrance by decree of His Holiness Patriarch Kirill of Moscow and All Russia for his zealous service to the Holy Church He was awarded the right to wear a pectoral cross with decorations.
At the end of the Liturgy, the Patriarchal Exarch congratulated the faithful on the consecration of the church and addressed them with an archpastoral address. His Eminence emphasized the significance of the event for the development of church life in the Philippines.
By decree of His Holiness Patriarch Kirill, in recognition of his contribution to the development of church-state relations and in connection with the 70th anniversary of his birth, Mikhail Pavlov was awarded the Order of Prince Alexander Nevsky, III degree.

In 2023, the Diocesan Council of the Philippine—Vietnamese Diocese decided to expand the activities of the Russian Orthodox Church in the Visayas region, the central part of the Republic of the Philippines. The need for this step was due to the fact that until that moment, full-fledged parishes operated only in the northern part of the country (on the island of Luzon) and in the southern (on the island of Mindanao). At the same time, a significant number of Orthodox Christians, mainly Russian-speaking believers, lived in the central part of the Philippines.
In pursuance of the decision, in June 2023, with the blessing of Metropolitan Paul of Manila and Hanoi, a plot of land was purchased in the center of Panglao Island (Bohol Province) and construction of an Orthodox church in honor of the icon of the Mother of God "The Quick-Hearer" began.
An important event was the dedication of the foundation stone of the future church on November 22, 2023, on the patronal feast of the parish. The divine service was performed by Hieromonk Cornelius (Molev), Secretary of the Philippine-Vietnamese Diocese.
Two days later, on November 24, 2023, Metropolitan Pavel of Manila and Hanoi visited the construction site, where he performed a prayer service and consecrated the cross on the central dome of the temple.
The construction work was successfully completed in October 2025. This marked an important stage in the development of the Orthodox presence in the central part of the Republic of the Philippines and made it possible to provide the faithful of the Visayas region with conditions for a full-fledged church life.
