Russian Russian Orthodox Church in Moscow hosted a plenary session of the XXVII World Russian People's Council on November 19, 2025, under the chairmanship of the head of the World Russian People's Council, His Holiness Patriarch Kirill of Moscow and All Russia, on the theme "On the 80th Anniversary of Victory. Defenders of the Fatherland: a military and spiritual feat."
The Council was attended by hierarchs, priests and monastics of the Russian Orthodox Church, representatives of state authorities, members of the Federation Council and deputies of the State Duma of the Federal Assembly of the Russian Federation, members of the Bureau of the Presidium of the Supreme Council of People's Commissars, senior clergy of traditional religious organizations of Russia, scientists, educators and cultural figures, and members of the public.
The Primate of the Russian Orthodox Church delivered a keynote address.
"Wishing victory to our army, we certainly pray for an early end to the war in Ukraine, worrying about the fate of our brothers and sisters on both sides of the front. And it is quite obvious to us that in order to prevent a new clash of fraternal peoples and to exclude similar tragedies in the future around the world, it is necessary to permanently deprive Nazism of its ideological and legal basis. It would be a worthy crowning achievement of the feat that our ancestors accomplished 80 years ago. This must be achieved on a global scale, consolidating, so to speak, the antidote to Nazism at the international level," His Holiness Patriarch Kirill noted.
Sergey Kiriyenko, First Deputy Head of the Presidential Administration of Russia, read out the greeting of Vladimir Putin, President of the Russian Federation.
The greeting of the Chairman of the Government of the Russian Federation Mikhail Mishustin was read out by Deputy Chairman of the Government of the Russian Federation D.N. Chernyshenko.
The welcome address of the Chairman of the Federation Council of the Federal Assembly of the Russian Federation V.I. Matvienko was announced by the First Deputy Chairman of the Federation Council of the Federal Assembly of the Russian Federation A.V. Yatskin.
The meeting was addressed by Deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation, Chairman of the Inter-Factional Working Group of the State Duma for the Protection of Christian Values, Co-Chairman of the Moscow Branch of the Russian Orthodox Church P.O. Tolstoy, who welcomed the audience on behalf of Chairman of the State Duma of the Federal Assembly of the Russian Federation V.V. Volodin and deputies of the Russian Parliament. 
The greeting of the Chairman of the Supreme Court of the Russian Federation, I.V. Krasnov, was read out by the Deputy Chairman of the Supreme Court, Chairman of the Judicial Board for Military Personnel of the Supreme Court of the Russian Federation, V.V. Khomchik.
Prosecutor General of the Russian Federation A.V. Gutsan addressed the participants of the meeting.
The greeting of the Mayor of Moscow, Sergei Sobyanin, was read out by the Head of the Department of National Policy and Interregional Relations of Moscow, V.I. Suchkov.
Then there was a speech by Abbess Xenia (Chernegi), head of the Legal Department of the Moscow Patriarchate.
Then there were speeches by: Chairman of the Liberal Democratic Party of the Russian Federation, Chairman of the Committee on International Affairs of the State Duma of the Federal Assembly of the Russian Federation, Chairman of the Board of the International Public Foundation "Russian Peace Foundation", member of the Bureau of the Presidium of the Russian National Research Council L.E. Slutsky; Deputy Head of the Russian National Research Council, Rector of the Russian National University. John the Theologian A.V. After the break, the work of the meeting continued with speeches by the Head of the Department of Psychology of the Russian Orthodox University of St. Nicholas. St. John the Theologian V.V. Ryashina — mother of the Hero of Russia (the title was awarded posthumously) to the Guard of Lieutenant Andrey Ryabtsev; Chairman of the All-Russian Public Organization "Business Russia" A.E. Repik; Deputy head of the National Research Nuclear University M.M. Ivanov; adviser to the Deputy General Director of the Rosatom State Corporation for patriotic education of the participant of the Military Education of the Knight of the Order of Courage Captain P.V. Yakushev; Rector of the Russian Academy of Painting, Sculpture and Architecture, People's Artist of the Russian Federation Ilya Glazunov, I.I. Glazunov; Deputy Head of the Russian National Research Institute S.Y. Rudov.
The Deputy head of the VRNS, Metropolitan Gregory of the Resurrection, announced the draft Synod of the XXVII World Russian National Council. The draft was adopted by a unanimous decision of all the participants of the Council.
In conclusion, His Holiness Patriarch Kirill addressed the participants of the forum with a concluding speech. Summing up the meeting, the Primate of the Russian Church declared the next Council closed.
