On November 27, 2024, a meeting of the section "From value ideology to the formation of value institutions" of the XXVI World Russian People's Council was held in the Hall of Church Cathedrals of the Cathedral of Christ the Savior.
The presidium of the meeting included the Deputy head of the VRNS, Rector of the Russian Orthodox University of St. John the Theologian A.V. Shchipkov, Rector of St. Petersburg State University N.M. Kropachev, co-chairman of the regional branch of the VRNS in the Novosibirsk region E.A. Tsybizov.
Russian Russian Orthodox hierarchs and clergymen, representatives of state authorities, deputies of the State Duma of the Federal Assembly of the Russian Federation, leaders of public associations, figures of science, education and culture, delegates of Russian communities from near and far abroad, representatives of the public from the offices of the National People's Congress in the regions of Russia took part in the work of the section.
A.V. Shchipkov opened the meeting by presenting a report on the topic "The Church as a subject of tradition". The deputy head of the VRNS noted that today Russia is in a state of reconquering its sovereignty, and therefore the demand for national ideology is growing. A.V. Shchipkov pointed out the myths about ideology that are inherent in both conservatives and liberals. "Today, blows are being struck precisely at the foundations of tradition that the Church defends — this is the Orthodox Eastern Christian view of the world and of man. It is based on spiritual growth, on the deification of man, on justice and mercy, on the moral foundations of any laws, any institutions," the deputy head of the VRNS stressed. The speaker raised the question of who can formulate and voice ideology in modern Russia. "The presidential power in Russia is the main force capable of speaking about ideology and on behalf of ideology today. And the Church looks at man and the world from the standpoint of tradition, voicing the cumulative experience of the people. Firstly, because it is trans-historical; and secondly, the Russian Orthodox Church is the most durable institution that has united old, new and modern Russia," concluded A.V. Shchipkov.
N.M. Kropachev made a presentation on "Ideology in the state language: legal instruments for the implementation and protection of ideological content." The Rector of St. Petersburg State University noted that the state language should be considered as one of the social institutions of the embodiment of value ideology. "Moreover, the state language is a much broader concept that covers almost all spheres of public communication. This includes education, the media, public screening of films and works of art. The state language is what defines the meanings and meanings of different things in our lives, what fills the world around us not only with the designation of different concepts, but also with assessments. We not only think and reason with the help of language, but generally look at the world as our language reflects it," N.M. Kropachev noted. The rector made a proposal to combine efforts to leave the normative explanatory dictionary of the Russian language, which St. Petersburg State University is already working on, and to supplement the law on the state language with an effective mechanism for its implementation and control over the implementation of its norms.
Political scientist L.V. Shchipkova presented a report on the topic "Linguistic expansion in the modern world", in which she analyzed the colonial principles according to which the study of English was organized in the XIX-XX centuries in different countries, comparing them with some modern methods. L.V. Shchipkova proposed ways to methodically improve the principles of learning foreign languages in Russia.
The head of the Directorate of analytical radio programs of the Zvezda Television and Radio company, A.B. Shafran, presented a report on the topic "Value migration: the demographic reserve of the country", in which she revealed the principles of attitude towards migrants in Russia, illustrating them with rich factual material, and suggested ways to further improve state policy in this area.
Senior researcher of the Prince Alexander Nevsky Military University of the Ministry of Defense of the Russian Federation A.M. Ilnitsky, Director of the Higher School of Translation of Lomonosov Moscow State University N.K. Garbovsky, Dean of the Faculty of Law of St. Petersburg State University S.A. Belov, Director of the Memorial Museum of Academician N.D. Zelinsky A.N. also made reports within the section.
