On Saturday of the third week of Great Lent, March 22, 2025, the anniversary of the tragedy at the Crocus City Hall concert Hall, Archbishop Thomas of Odintsovo and Krasnogorsk, head of the Administrative Secretariat of the Moscow Patriarchate, celebrated the Divine Liturgy at St. Nicholas Cathedral in Krasnogorsk, Moscow Region, and then a memorial service next to the concert hall at the memorial to the victims.
The monument next to the concert hall consists of two black granite steles with figures of cranes flying one after another. The inscription "In memory of the victims of the inhuman terrorist act of March 22, 2024" is engraved on the monument.
The opening ceremony of the memorial began with a minute of silence, followed by a memorial service for the victims of the terrorist attack.
"Today is a tragic day when the lives of our compatriots, relatives and friends, who died prematurely in eternal life, were taken. But we know that God is not the God of the dead, but the God of the living. We know that their souls are in a place where there is no sickness, no sorrow, no sighing. I ask you to offer up your prayers from the bottom of my heart and from the bottom of my soul," Archbishop Thomas said after the memorial service. 
His Eminence added that His Holiness Patriarch Kirill of Moscow and All Russia prayerfully stays with the deceased and their relatives. "Allow me to convey to all of you, my dear ones, the words of condolences and sincere support from His Holiness the Patriarch of Moscow and All Russia. He prays for all those who died in this place. He prays for the health of all those present today," the hierarch said.
The Governor of the Moscow Region, A.Y. Vorobyov, also spoke at the opening of the memorial.

The terrorist attack at Crocus City Hall in Krasnogorsk, Moscow region, occurred on March 22 last year: armed men broke into the building before a concert by the rock band Picnic, set fire to it and opened fire, and then fled. 145 people were killed, more than 500 more were injured, and the concert hall completely burned down. Soon the terrorists were arrested.
With the blessing of His Holiness Patriarch Kirill, memorial services for the victims of the terrorist attack were held near the concert hall in April 2024 on the ninth and fortieth days after the tragedy.
